CRECO Reviewing and development of 'local' theories
From Harambee Wiki

Question 1 - Situation:
1a) In what ways was I mistaken about the situation?
- Assumption that members would be willing to share information and experiences on common issues of advocacy
- Assumption that CRECO's member CSOs would adhere to a common code of ethics as an addendum to the Memorandum Of Understanding
1b) Which of my assumptions about the situation misled me?
1c) What have I learned? What different conclusions will I reach about similar situations in future?
- Build consensus before proceeding with a desired plan of action
- There is need to appreciate the potential influence of the network environment (internal and external) e.g. political influence from the government
Question 2 - Outcomes:
2a)In what ways was I mistaken about the desirability of the pursued outcomes? i) Governance: governance issues are related to scenarios beyond network issues. Members are not on equal footing and some are more established than the network itself ii) Joint programming: it is difficult to attain consensus due to diversity of issues iii) Information sharing: not all information can be shared
2b)Which of my reasons for favouring those outcomes misled me?
2c)What have I learned? What outcomes will I try to pursue when next I'm in such a situation?
- Get civil society organisations (CSOs) to share information in a meaningful way
- Create a code of conduct/principles for sharing information
- Appreciate diversity (e.g in methodology) a bit more
- Work with donors to establish commonality i.e. donors should appreciate CRECO's code of conduct
Question 3 - Actions:
3a) Did I succeed in carrying out the planned actions? If not, what prevented or discouraged me? What have I learned about myself, my skills, my attitudes, and so on? Achieved planned actions to some extent i.e.
- Learning platforms successful and even got national acclaim
- Internet connectivity at the secretariat
- Peer review mechanism was set up and is going to be operationalised soon
- Draft code of conduct was developed and is being implemented.
However not all desired objectives have been achieved due to:
- Delay in implementation due to delay in disbursement of funds
- Political interference
3b) If I did carry out the actions, in what ways was I mistaken about the effect they would have? Which of my assumptions about the actions misled me?
- Most processes have just began to be implemented so it is hard to evaluate
3c)What have I learned? What actions will I try next time I am pursuing similar outcomes in a similar situation? Would maintain the same course of action but change the way they were implemented i.e.:
- Place more emphasis on training of CSOs and members in ICTs and communication skills
- Entrenchment of governance standards
- Consensus building
- Pursue closer interaction among member organisations
Bonus question - learning utilisation
"When will be your next opportunity to make use of your new insights? What will you do to make use of them?"
- No definite timeline, but lessons learned/changes will be implemented gradually
